How to create a fillable PDF form

  1. Choose PDF file, or drop the PDF on this page. The Forms panel opens and the Text field tool is active.
  2. Drag a rectangle on the page where the field belongs. Switch to Checkbox, Radio button, Dropdown or List box on the tool rail for other field types.
  3. Select a field to set its Field name, Required, Read only, Multi-line or Options in the Properties panel.
  4. Press Export and choose PDF with all edits to download the fillable form.

Why it is private

Fields are added to the PDF's AcroForm structure by PDFium running as WebAssembly in your browser. The document stays on your device from open to download; nothing is uploaded.

Frequently asked questions

Is it free?

Yes. The PDF tools are free to use. There is no account, no payment and no watermark.

Are my files uploaded?

No. The fields are created inside your browser. The only network requests are for the tool's own files, and the optional cloud conversion is off by default and shows the destination before anything is sent.

Can people fill the form in other apps?

Yes. The fields are standard AcroForm fields, so Acrobat, Preview, Chrome, Firefox and most readers can fill and save them.

Can I add fields to a scanned form?

Yes. Draw the fields over the scanned image. If you also want the scan searchable, run OCR first.

Does it work offline after loading?

Yes. Once a tool has loaded with a connection, the site keeps it cached and you can use it again without one. The site can also be installed as a web app from your browser.

Does it work on a phone?

The tool loads in mobile browsers, but the editing workspace is laid out for tablet and desktop screens. On a phone it is cramped; a screen at least 1024 px wide works best.
